The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States, respectively, or to the people.
In the last amendment it was more about the rights that people are automatically given without it being stated in the constitution. In this one is one step further saying the states have certain powers and rights that the federal government can't take away form them. This relates to me because I can pick a state that I want to live in that protects all my rights within their system.
This is homer saying he wants to call his furniture and house I guess Homeville because seceding means to take away or withdraw from a federal union or political organization. So he is taking his things away from a federal level and bringing them home.
I think the stance on marijuana is or should be on a State level rather than a federal level because it's up to how the state wants to use it and make it legal if they want it.
